If I were to have a dragon theme gym, could i use Charizard and Gyarados along with pure dragon types?

id like to have a gyrados gym all gradoses ech having a different elemental moveset
like fire,water,ice,rock\ground,electric,normal,and grass already got most of them
also the bdge would be red and blue shaymin

or can somebody challenge a gym leader for their spot?
by using their gym teams against eachother?
